Subnet bans

Looks like some subnets are permanently banned.
For example, one of my ip is 188.255.104.x ("Sorry Guest, you are banned from using this forum!"). I'm writing this using anonymizer.

We don't ban this IP range, but maybe your hostname end with *.triolan.net  or *.nationalcablenetworks.ru ?
We have got hundreds of fake registrations coming from there.
